Job Description:
The Passaic Valley Sewerage Commission (PVSC), a large
publicly-owned wastewater treatment facility located in Newark, New
Jersey, is currently seeking a Maintenance Scheduler / Planner.
Created in 1902, PVSC is the 5th largest facility of its kind in
the United States, directly serving approximately 1.5 million
residents in 48 municipalities located in Bergen, Essex, Hudson,
Passaic and Union Counties. The 140-acre plant is designed to treat
an average of 330 million gallons per day ('mgd") of wastewater
with an annual average flow of approximately 241 mgd.

Position Summary: The Maintenance Instrumentation & Electrical
(I&E) Scheduler/Planner is responsible for the oversight and
effective execution of the work control processes involving the
installation, testing, repair and troubleshooting of the
Supervisory Control and Data Acquisition (SCADA) system, as well as
other instrumentation and electrical systems utilized in the
wastewater field. Will plan, schedule and inspect work performed by
SCADA technicians and electricians, improve workforce effectiveness
through the proper planning and coordination of parts, equipment,
personnel and contractors, verify that field work is progressing
satisfactorily, and provide suggestions to improve performance. The
Scheduler/Planner will also be responsible for maintaining accurate
records on the performance of planning and scheduling functions,
resolving equipment issues, and assisting PVSC Engineers in the
inspection and managing of contract work related to SCADA,
instrumentation and electrical systems.
Knowledge, Skills & Abilities: Must possess the technical
knowledge, skills and experience needed to oversee the
installation, maintenance, troubleshooting, documentation and
repair of a wide variety of industrial instrumentation and SCADA
system software, as well as have experience in program logic
controllers (PLC). Must have strong written and verbal
communication skills, strong computer skills, and possess in-depth
knowledge of both Computerized Maintenance Management Systems
(CMMS) and modern maintenance principles and techniques involving a
wastewater treatment plant and collection system. The ability to
monitor and prioritize work orders, as well as review operating
procedures and job plans based on operating manuals, generic
maintenance strategies, and historical records is necessary. Must
be able to maintain the interconnection of all on-going projects
from beginning to end by providing technical expertise, planning
and maintenance related feedback. Must have knowledge of the entire
instrumentation, SCADA and electrical trades and be able to work
independently as needed. Must be able to install, program,
troubleshoot and perform field repairs of the SCADA system and
provide guidance to SCADA and instrumentation technicians. Must
have the ability to provide recommendations on designs, assist in
the commissioning of SCADA and electrical systems, and maintain
documentation of any changes to wiring, software and/or hardware.
Must have knowledge of the occupational and safety hazards and
safety precautions involved in performing work related to both the
SCADA system as well as electrical maintenance work. Must be able
to read and interpret pertinent wiring diagrams, mechanical
drawings, and specifications when making installations or
performing major repair work. Must have solid PC skills (Excel,
Word, and Outlook), be self-motivated to learn and apply new
technologies, and be able to work effectively in a multitasking
environment.
Experience and Education: High School or Vocational School Diploma
is required. Must have Wonderware, RSLogic and Allen-Bradley PLC
experience. A minimum of ten (10) years' experience in the
installation, maintenance and repair of SCADA, instrumentation,
control devices and electrical systems is required, of which at
least five (5) years have been in general maintenance associated
with either a wastewater treatment facility or a modern continuous
industrial process. A minimum of five (5) years of experience
managing technical projects in a broad range of industrial or
institutional maintenance is also required.
Physical Demands: Ability to perform the essential functions of the
position with or without a reasonable accommodation to ensure the
health and safety of oneself and others are maintained. Must
qualify for and possess the ability to perform entry into confined
spaces while wearing proper PPE (Personal Protective Equipment)
such as, but not limited to, canister and dust masks as well as
SCBA (Self Contained Breathing Apparatus). Perform physical
activities that require considerable use of the arms, legs and the
whole body, such as climbing (including ladders), lifting up to 50
lbs., balancing, walking, stooping and handling heavy objects.
Working Conditions: General office environment. External conditions
are associated with a wastewater treatment plant and sewer
collection system.
